Rostenkowski acts as an efficient ringleader over the strict rubrics. Throughout the video, you can hear another individual feeding Rostenkowski what to say to the Representatives as they address the House.

Assorted clips taped off TV news for reporting on Rostenkowski’s decision to become chairman of the House Ways and Means Committee. There are many timecode breaks and blank segments between clips.
