He goes onto discuss the benefits of the seniority system in congress. He also says that he would like to get rid of the TV cameras in the House of Representatives because House members tend to use the TV coverage as an opportunity to “get some free TV time.”

He says the most challenging aspect of running the convention is keeping the media satisfied. At just after eight minutes, someone in the convention hall apparently sets off some firecrackers, startling both Rostenkowski and the camera crew.
