[Speech about Chicago Plan 21]
A speech opposing the controversial “Chicago Plan 21,” a large-scale development project intended to attract affluent suburban residents back into the city. Detractors – especially in Pilsen, Chinatown, and the South Side – felt ignored the needs of the the communities already living there. It was seen as an investment in gentrification that would create a massive displacement of residents. At this meeting, held in Spanish, the speaker discusses the plan’s widespread negative impacts on the Puerto Rican community and others, as well as the immediate needs for funding in education and housing that were being ignored in favor of this project aimed at high income, largely white communities that do not live within the city.
